Bill has been a key provider of Probity Audit and Advisory Services for the last 4 years and has over 40 years’ experience in the public sectors of Victoria and Queensland including approximately 25 years’ experience in senior financial and corporate services roles. He has extensive experience in financial management and administration, procurement, the development and review of contract documentation and legislation (particularly in the areas of transport, roads, planning and public works), provision of financial and commercial advice on infrastructure procurement including public private partnerships and risk management and allocation. He has an excellent knowledge of the State’s Value for Money and Project Assurance Frameworks and supporting Guidance Material having worked on the many of projects being assessed for their potential as Public Private Partnerships (PPPs). He has an excellent understanding of probity principles, policies and frameworks and governance requirements associated with procurement and contract development and negotiations. Bill also has a good knowledge of the requirements of the State Procurement Policy 2008, the Public Service Act and the Public Sector Ethics Act in relation to probity and ethical conduct.

Some recent major projects have included:

  • Queensland Treasury: Sale of the State’s interest in the Cairns, Mackay and Brisbane Airports;
  • Queensland Department of Transport and Main Roads: Sunshine Coast Transport Corridor;
  • Queensland Department of Transport and Main Roads: Moreton Bay Rail Link;
  • Queensland Department of Transport and Main Roads: Port of Brisbane Motorway;
  • Queensland Department of Infrastructure and Planning: Wyaralong Dam;
  • Queensland Health: Sunshine Coast University Hospital; and
  • Queensland Health: Central Energy Facility.

He has had extensive experience in senior financial management roles within the Victorian and Queensland public sectors and has had extensive experience in acquittal and reporting against Federal Government funding and /or grants.

Bill holds a Bachelor of Commerce from the University of Melbourne and is a Fellow of the Australian Society of Certified Practising Accountants (FCPA), the Chartered Institute of Company Secretaries (FCIS) and the Australian Institute of Company Directors (FAICD).
